This is my first post, an urgent one at that and I'm not familiar with forum sites in general so apologies if I get this wrong!
About a month ago I parked on a severely broken single yellow line after work with intent of moving it in the morning before 8 as my swipe card for the multi-storey I pay monthly for was not working and no one was on security to let me in. There are no CCTV in my area and I didn't want to walk too far being a young girl so I parked there. However I woke up at 9.. obviously to find a ticket.
These are pictures of my car and the state of the road. Obviously I was aware that there once was a continuous line but as the circumstances explained , I was under the impression that if broken they were unenforceable.

I have attempted to appeal the letter receiving this back:

Thank you for your letter, which we received on 8 December 2015 .
I have carefully considered your letter but on this occasion I have taken the decision not to cancel your parking ticket.
You were given a parking ticket for parking on a single yellow line at a time when you were not allowed to park there.
Hulme Street (City Centre : CENTRAL), where you were parked, is in the City Centre
Controlled Parking Zone. As you enter Manchester City Centre, you will pass a Controlled Zone sign. This tells you when the Pay & Display and single yellow line rules apply in the City Centre.
The Controlled Parking Zone boundary signs are at all entry points into the City Centre.
You will have driven past these signs, which advertise the Controlled Zone from 8am to 8pm seven days week, when you entered the City Centre.
I am satisfied that the level of signage is sufficient and it is the motorist's responsibility to ensure that when they park, they park legally and in accordance with the restrictions. Therefore, I would advise you that you should check the signage and restrictions every time you park, to ensure that you are not parked in contravention.
I have noted the comments you have made in your letter: However, the Civil Enforcement Officer images show the single yellow lines is visible. I am therefore satisfied your parking ticket was issued correctly.

Do I have a case? I was going to make reference to the case of Davies v Heatley [1971] R.T.R 145 (a common one on threads i've read) however when researching it myself i couldn't find much authority. Im also unsure wether to explain the circumstances to show my good character, not that I was parking there just to be a d**khead, should i? I read a template appeal which included
'1 The current road markings are deemed not to exist. See the Traffic Signs Regulations and General Directions 2002. This is because they are:
a. Broken
b. Not terminated (either end)
c. Not compliant to the TSRGD SI 2002 in width
In support of the above, I would draw your attention to item 4 of diagram 1017 from the TSRGD SI 2002. It clearly states that No variants are permitted.'
however I can't find the original reference myself?

If this is a council ticket you need to get over to pepipoo website, they are the experts on official tickets, this forum is mainly for private parking scams!

Before I get blasted by the gentry on here, yes you must go to the pepipoo website, search on google.
But I had a similar problem with a council 2 years ago. Mine was not stopping but entering a bus lane at night where signs and road markings were to say the least faded and misleading.
I appealed to the council, off course they rejected my appeal so went to the Traffic Penalty Tribunal with my set of pictures and won, the stupid council tried to object to TPT and were told very severely that they had lost and to get the roadmarkings in order.

Not the case these days. Search Google for: 'pepipoo substantially compliant' before you post on pepipoo. The broken line is not your answer.

True, both would be considered 'substantially compliant' if a reasonable person could see it's a yellow line, basically.

Just to point out that yellow lines are not required within a CPZ. BUT signage detailing any times that the parking restrictions are in force MUST be at each and every entry point to the controlled zone for it to be enforceable.
